Homeless encampments at former Mountain View Country Club golf course
A Corona-area resident says more than 15 encampments have taken over the abandoned golf course near his neighborhood — with fires, thefts, and people bathing in residents' spigots — and the sheriff says it can't patrol the area. He's also asking the county to help push a stalled 309-home development through state regulators.
Free fares on Election Day and Veterans Day
With no meeting next week, the board honored veterans early — recognizing county employee veterans, the county's Veterans Services director's presentation, and the annual fishing derby at Lake Cahuilla Veterans Regional Park — and lit the county building green that evening.
Sheriff Department Oversight Ad Hoc Committee
Residents are split on whether the county should create independent oversight of Sheriff Chad Bianco's department. Supporters say accountability and elections aren't the same thing; opponents, including Norco's mayor pro tem, say voters already hold the sheriff accountable.
Election integrity and ballot chain-of-custody disputes
Speakers pressed the Board on ballots counted versus cast, destroyed Prop 50 ballots, and missing chain-of-custody records, and asked for a June primary recount. Chair Spiegel's office and Supervisors Washington and Medina defended the Registrar.

With no meeting next week, the board honored veterans early — recognizing county employee veterans, the county's Veterans Services director's presentation, and the annual fishing derby at Lake Cahuilla Veterans Regional Park — and lit the county building green that evening.

I-REN Energy Fellowship expansion
The energy fellowship that places AmeriCorps-style fellows in cities, water districts, and schools gets extended through 2027/28 — at no cost to host agencies. 94 fellows have been placed since 2023, and over half of last year's fellows landed full-time jobs.

WRCOG's Taylor York was honored with induction into the Clean Cities Hall of Fame, and the Department of Energy recognized the Inland Zero-Emission Vehicle Network connecting fleets, utilities, and agencies across the Inland Empire.
Corona Clay Fee Credit and Habitat Conservation
Riverside County wants to swap ~$1 million in habitat mitigation fees for 50.9 acres of conservation land tied to the Corona Clay mining project — but dueling appraisals ($33M vs $2.1M), contamination worries, and fragmented habitat left the board split. The item is now off calendar while staff investigates the land before any deal moves forward.
City Council Election Campaign Spending
Riverside’s four city council candidates have already spent nearly $600,000 combined for two seats, and the funding trail is now public. If you care who’s bankrolling your local reps, this is your chance to look.

Calimesa wants to annex about 313 acres in Cherry Valley, but Beaumont and its water district say the land south of Cherry Valley Boulevard should go to Beaumont instead. Both sides showed up early to make their case before the items return next spring.
Safe Sleep and SIDS Awareness
Public Health, First 5, and DPSS teamed up on a safe-sleep awareness campaign after an alarming rise in sleep-related infant deaths, urging parents to keep babies on firm surfaces and out of adult beds.

First-Time Homebuyer and Farmworker Down-Payment Assistance
The county locked in $4.96 million in state grants for down payment loans of up to $200,000 for very-low-income buyers, with a new program specifically for farmworkers. Loans recycle when homes sell or refinance.

Perfect federal triennial review
The state-required audit found RCTC compliant with all regulations but issued recommendations to transit operators, from fare studies to maintenance facilities. One commissioner questioned whether basic operational items need audit nudges.
City Manager Recruitment
Riverside locals are making their voices heard on the next city manager, demanding someone who knows the area, has big-city chops, and plays by the rules. Getting this hire right is crucial because this person basically runs the city's day-to-day operations.
First state lobbying contract
RCTC's advocacy got harmful language stripped from state transit funding bills and continues pushing to restore federal STBG/CMAQ funding distributions. A $25 million federal grant was also secured for the 91 Eastbound corridor.
Mead Valley Industrial Core Overlay (GPA250010)
The county wants to draw a line around where warehouses can go in Mead Valley, capping westward industrial expansion. Residents say the line is drawn too far west, gives away land that should stay residential or rural, and skipped real environmental review. The commission couldn't evaluate the line without seeing where pending warehouse applications sit, so it punted a month.
Truck routes and AB 98 compliance
The state requires Riverside County to designate truck routes in its general plan to keep heavy trucks off residential streets and away from schools, parks, and hospitals. The county missed the January 2026 deadline and is reporting monthly to the Attorney General while it completes outreach. Residents are contesting specific routes through Mead Valley, Nuevo, and Temescal Valley.
Highgrove mini-warehouse rezone and plot plan
The 206-home project's northern road connection to Travertine Drive became the flashpoint: Tramonte residents want it gated for emergencies only, citing crash history and cut-through fears. Fire and transportation officials said a free-flowing public connection is required in a very high fire severity zone. The commission approved the project with the public connection.

2026 Climate Action Plan Update
The county's updated climate plan sets a 2022 emissions baseline and targets cutting greenhouse gases 49% by 2030 and 87% by 2045. It also gives developers a new consistency checklist to use in environmental review, replacing the old 100-point scoring system.
Behavioral Health Crisis Services Expansion

A 304,572-square-foot warehouse plus restaurant and retail buildings on 16 acres at Perris Boulevard and Ramona Expressway sits in accident potential zones near the March runway. Temecula resident's blocked lot split
A Glen Oak Hills resident told the commission she bought her lot in 2002 expecting to split it for her three kids, but a rezoning she says she never knew about now blocks the split. The planning director promised staff would look into her situation.
Meadowbrook Marketplace commercial center
A new grocery-anchored shopping center is coming to Highway 74 in Meadowbrook, an area residents say is severely underserved — the nearest similar shopping is miles away toward Lake Elsinore or Perris. The project also brings jobs, a 24-hour fueling station, and pairs with a separate multifamily housing project across the street.
6th Cycle Housing Element implementation
The county's annual housing progress report drew criticism that it's unclear what has actually been completed; planning staff promised a new public website tracking housing sites and programs within weeks.
Data center moratorium/ban in unincorporated Riverside County
Organizers delivered a 9,000-signature petition asking the board to impose an interim moratorium on new data center approvals and put the matter to a vote on October 20.
