Bob Hart Square fountain repair vs. planter conversion
The council chose to fix the broken fountain and keep it as a water feature rather than turn it into a planter, leaning on downtown business support and new downtown ambassadors and cameras to address concerns about loitering.
Kiwanis donation for park diaper changing station
The Kiwanis Club of Merced Foundation is donating $1,000 to add a diaper changing station at a local park. It's a small but family-friendly amenity improvement.
Park naming in Campus Parkway development
A new park in the Lennar Homes Campus Parkway development needs a name, with a public hearing set for November 3 at 5:30 p.m.
2026-2036 Parks Master Plan adoption
A new 10-year parks plan with four pillars and a roughly $100 million wish list was tabled 60 days over concerns that vague language would quietly turn Parks & Rec into a human-services agency.
Equitable Funding Across Art Forms
Several members worried the commission keeps pouring money into murals while underfunding live performance, digital art, and other mediums. With nearly the whole year's budget committed in July, they want the subcommittee to rethink allocations and possibly seek more money from the council at mid-year.
McNamara Park turf replacement funding
The heavily used McNamara turf field has reached the end of its life. The state dedicated about $1 million last month, but roughly $600,000 is still needed, and staff are courting soccer clubs and community foundations to close the gap.
Community Park 42 buildout
Three years and about $11 million in, the long-awaited sports complex had its summer opening postponed because the grass hasn't matured enough to survive as a self-funding facility. Staff are now targeting spring 2027.
Urban Greening Grant for Merced Regional Sports Complex
The long-awaited sports complex (Community Park 42) won't open until spring 2027 because the turf needs more time to fill in. Youth football programs that planned to play there are crowding Joe Herb instead, creating parking headaches.
Proposed cricket pitch donation at Dwight Amy Park
A community member offered to donate a full cricket pitch — materials, supplies and labor — at Dwight Amy Park. Staff worry the park's CFD funding restricts use to the immediate neighborhood and that competitive play without bathrooms or parking could overrun maintenance.
General Vang Pao Park Phase One opening
Phase one — the playground and the Hmong memorial — is due by October 30 with a ribbon cutting set for November 7 at 1 p.m. (the transcript also references a November 11 opening under the state Arts in Parks grant). The intricate memorial design is the pacing challenge.
Parks, Recreation and Open Space Master Plan
The city's first new parks master plan since 2004 lays out four priorities and a ~$100 million top-ten capital wish list, including replacing McNamara Park's worn turf, finishing the Regional Sports Complex, and building out four empty Bellevue Ranch parks. The commission will study it in detail on August 20 before it heads back to council.
Measure Y budget: code enforcement, fire equipment and park improvements
The commission reviewed ongoing revenue and expense reports for Measure C and Measure Y to ensure proper financial tracking and transparency for local tax dollars.
Youth service provider quarterly reports
The Boys and Girls Club and other providers reported their quarterly use of city youth centers. The club served 1,184 contacts last quarter and says lack of school-year transportation is the biggest thing keeping kids out of after-school programs.
Bob Hart Square Performances and Free Arts Programming Fees
Staff asked for $8,000 to fund 16 events at $500 each at Bob Hart Square. Members raised concerns that new rental fees at Applegate Park's Moat could price out Shakespeare Fest after 22 years of free performances, and discussed expanding funding to the Moat, corporate sponsorships, and the Wineta Hall Trust Fund. All deferred.
Steven Leonard Park Splash Pad Art Installation
A $10,000 proposal to add art to the splash pad at Steven Leonard Park, a heavily used but uninviting former pool site in South Merced. Installation wouldn't happen until next spring, so the commission tabled it to deliberate later.
Parks and recreation fee schedule
New fees now cover Bob Hart Square rentals (with block-rate discounts and Canal Street overflow), the Merced Open Air Theater, Fahrens Park disc golf tournaments, and the new Regional Sports Complex (CP42). The city expects roughly $130,000-$178,000 a year from CP42 to cover maintenance and avoid deferred upkeep.
