Newkom Ranch Units 1 and 2 subdivision maps
The council was scheduled to approve subdivision agreements and final maps for two phases of the Newkom Ranch housing development on Philips Road, with developers Millrose Properties and Lennar Homes. Approving final maps is a key step before homes can be built.
Aquifer Storage and Recovery Well No. 3
Budget adjustments were proposed for the water treatment plant's new ASR Well No. 3, including a $650,000 supplemental appropriation and a reduced engineering contract with Carollo Engineers.
2025 Urban Water Management Plan Adoption
Several consent items dealt with water: a trash capture device to keep litter out of stormwater, a drought-relief turf replacement program, new utility-locating equipment, and a grant application to consolidate water service at two apartment complexes.
ADA Ramp and Sidewalk Improvements
Students and local advocates proposed a cost-sharing program between homeowners and the city to repair aging sidewalks and improve pedestrian safety. Public works noted existing ramp upgrades and saw-cutting efforts, while residents debated whether property owners should bear costs when city trees cause damage.
Youth civic engagement with Lincoln Elementary leadership class
The council opened its chambers to 4th and 5th graders to learn how city government works — from police and fire services to how decisions get recorded. It's part of a multi-year partnership the council hopes to continue.
Lighting and Landscape District annexations (Zone K-18)
Three new subdivisions — Brownstone Estates and Ridge Estates Units 1 and 2 — were annexed into the district that pays for landscaping, walls, and street lights in their areas, at $464.11 per lot per year.
Minimum wage and salary schedule changes
HR reported staffing gaps across bargaining units, with mid-managers at a 22% vacancy rate — the only unit above the 20% legal threshold. Police officers show 18% vacancies, though many positions were unfunded this year.
Roadway audit and rehabilitation program
About $4 million a year goes to road work, with big projects coming: Walton Avenue rehabilitation, Bogue Road widening for the Newcomb Ranch development, grant-funded Garden Highway and George Washington rebuilds, and a planned $12-14 million bond-funded citywide pavement program.
Sam Brannan Park closure and remediation
After the park's September 1 temporary closure over transient activity and safety fears, the council awarded a $348,000 fencing contract to reclaim the park. The dog park bid came in high ($110,000), so that piece will likely be rebid — possibly with community fundraising help.
North Gilsizer Detention Basin trash capture project
Plans and specifications for a stormwater trash capture project were up for approval, moving a state-funded water quality project toward construction bidding.
Sam Brannan security improvements
The city's largest community park has become the top address for police calls in Yuba City, with drug overdoses in the bathrooms, harassment of Gray Avenue students, and reservations down over 50%. The council has now closed it temporarily while spending up to $265,000 on fencing, cameras, lighting, and cleanup to try to restore it as a safe public space.
Thiara Estates subdivision
The final map and subdivision agreement for Thiara Estates on Tuly Parkway were up for approval, advancing new housing in south Yuba City.
