5 issues in roads
ADA sidewalk and curb ramp access
The city adopted its first ADA plan update since 2004, covering sidewalks, parks, buildings, and parking. Advocates with disabilities say the 15-year fix-it timeline is too slow and want to be embedded in every assessment.
Neighborhood traffic calming and intersection safety
Three signal projects moved forward: French Camp/McDougald, Airport Way/Sixth Street, and citywide signal synchronization via the KITS platform.
Downtown bike and pedestrian connectivity
The council authorized the Greater Downtown Bike and Pedestrian Connectivity Project for Districts 5 and 6, improving walking and biking links downtown.
Street resurfacing and SB1 funding
The city gets about $8.4 million a year in state gas-tax money but can only resurface 26 of its 786 road miles at a pavement condition index of 57. Staff will return in 45-60 days with a bigger multi-year paving plan and study session, and an infrastructure bond is on the table.
Unfunded Capital Projects and Deferred Maintenance
Roads came up again and again as residents' top complaint, and the city manager put the infrastructure need at close to a billion dollars. Council members floated an infrastructure tax, asset sales, and smarter city investment partnerships as possible funding paths.
