2 issues in general with high priority
Single-family permit streamlining
The council backed ideas to make home permits faster: instant online permits for simple jobs, fewer notification requirements, and setback flexibility on small lots. Changes will be folded into the zoning code update due in 2027.
Historic Preservation Ordinance Update and Owner Consent
The council's biggest decision: a new historic preservation framework with an inventory, a Historic Resources Commission, and the first citywide context statement. Preservationists wanted the 1989 survey properties protected; housing advocates worried about owner consent and review delays. The council landed on a compromise with owner consent as the default plus a council nomination pathway for 1989 survey properties.
