Parking permits, lift-assist fees, and vapor wake funding

The city treasurer said the parking permit increase is double-counting demand that will spill into neighborhoods, suggested raising dining deck fees instead, and pointed to the asset forfeiture fund for a replacement vapor wake dog and lift-assist fees for Kensington responses.
