6 issues in development with medium priority
$40M tax-exempt bonds for Cambie Road housing
A quick, no-cost council action let a developer access tax-exempt financing for an apartment project at 930 Cambie Road — a federal TEFRA formality, not a project approval.
public safety incidents tied to New Life Discovery Project housing program
Redding police have been called repeatedly to motel-based housing run by the New Life Discovery Project over the past two months, responding to overdoses, a death, fentanyl arrests, and a newborn testing positive for fentanyl. Now the city is weighing whether the downtown program should keep operating.
Stillwater Business Park Buildout and Venture Parkway
Six parcels remain available at Stillwater, but a fight broke out over whether ratepayer utility funds should help pay the local match for a $10 million Venture Parkway extension — Council Member Audette says the sale proceeds fund should cover it.
Park Marina / Riverfront Redevelopment Delay
A longtime resident pushed for monthly public updates on the Park Marina plan, which has dragged on for years since the McConnell lease ended, and wants the Coutures family to finally be able to build.
Outdoor construction storage in the 100-year floodplain
A half-acre parcel at 5115 Eastside Road sits in the Montgomery-Watson 100-year floodplain, and the city requires a use permit before allowing outdoor storage there. A flood study showed filling the whole parcel wouldn't raise flood levels, and conditions ban hazardous or buoyant materials. Neighbors to the east live in a residential zone, so a 20-foot buffer and an existing six-foot wall provide screening.
Federal Housing and Community Development Funding
Redding is submitting its annual plan to HUD for about $1.16 million in CDBG and HOME grant money for affordable housing and community development. No public comments came in during the comment period.
