She raised worries about noise, drunk patrons, parking, gangs and a past shooting at the corner, and noted notices went out only in English to a largely Spanish-speaking neighborhood.

The proposed operator described a European-style bistro and cafe concept, pledged no nightclub or bar-only operation, said most nights would end by 10 p.m. with midnight hours reserved for private buyouts, and agreed to install sound dampening now rather than wait.

The applicant spoke after the vote, telling the commission his family are engineers and community-oriented, and promised to comply with noise controls and do what they can to satisfy the neighbor.
