5 issues with high priority
Open fires ordinance for parks
The proposed ordinance regulating fire pits, BBQs and bonfires ran into fierce pushback: the 15 mph wind limit could make the new marina fire pits unusable, existing park barbecue areas don't meet the buffers, and residents called the rules burdensome. The council chose to open the fire pits now under city manager rules and rework the ordinance.
SB 580 immigration policy compliance
Multiple speakers urged the city to adopt a strong local ordinance implementing SB 580, which limits cooperation with federal immigration enforcement, before the January 1 deadline — including covering contractors and surveillance vendors. Vice Mayor Lopez successfully requested the topic for a future agenda.
Development title update (zoning ordinance) public draft
The long-awaited public draft of the zoning ordinance update comes out November 6, with a 75-day comment window and about 15 community meetings, including a joint council-commission workshop.
Delegated design review authority and public transparency
Speakers alleged the combined consent calendar violates the Brown Act, that a cure-and-correct letter was rejected by private email, and that past written comments are missing from the public portal. They also challenged the September 1 execution date of the Aaron Welch contract.
Buchanan Park storm drain improvements
Damaged storm drain pipes and inlets at Buchanan Park were slated for replacement under Project 2705, a $333,625 construction contract with Cratus, Inc. Fixing the failing drain system helps prevent flooding and restores landscaping damaged during construction.
