5 issues in development
Hay Tree Public Market museum and community room
The city locked in space inside the Hay Tree Public Market for a community room and museum, including the West Side Patio. This advances the downtown project residents have been following.
Warehouse master CUP at Capital Business Park
Instead of permit-by-permit reviews, the 22-suite business park on Downey Avenue now has a master CUP with one set of operating conditions — truck parking rules, prohibited uses, EV chargers, and screened trash bins — to speed up filling vacant suites.
Mobile home park rent protections
After 16 months of negotiation, the city and the owners of all 17 mobile home parks reached a voluntary MOU capping annual rent increases at 3%, limiting capital and tax pass-throughs, and creating a rent subsidy for lower-income residents. Residents celebrated but pressed the city to notify all residents once agreements take effect.
General Plan and housing production
The city's annual report shows strong progress: 81 housing units entitled and 64 building permits issued in 2025, bringing the total to 256 of the 364 units the state requires by 2029.
Go Store It community benefits agreement
The self-storage developer at Garfield and Petterson will pay the city $400,000 in exchange for its entitlements — money earmarked for the museum and community room at the Hay Tree Public Market.
