E-Bike and Motorized Conveyance Safety Ordinance
Oxnard is moving to regulate e-bikes, e-scooters and similar devices after rising collisions and fatalities involving young riders. The ordinance requires helmets, restricts where devices can operate, and sends cited minors and their parents to a safety course — complete the course for a first violation and the fine is dismissed. Enforcement ramps up over a year, with full enforcement in October 2027.
