5 issues with critical priority
El Niño local emergency and storm preparedness
The city is bracing for a predicted 'Super El Niño' that could bring bigger surf, coastal erosion, and flooding in the San Luis Rey River corridor, the Strand, and low-lying creek areas. The emergency declaration speeds permits and can unlock state disaster funds. Residents can grab ten free sandbags at Moody's, with a second fill location coming.
San Luis Rey River Flood Protection Project
The city is paying $8.67 million to unlock $26 million in federal funds for sediment removal before a potentially severe El Niño winter. The levee only provides about 62-year flood protection at its weakest points, protecting roughly 4,500 properties, and larger cost increases are expected in 2027.
Pier View Way Bridge funding gap
The EIR is certified, but the pier bridge and lifeguard headquarters rebuild now costs about $82 million against roughly $22 million on hand — a $60.4 million gap. Officials are chasing Prop 4 and other grants and hope to be shovel-ready in about 18 months.
SB 79 deferral via urgency ordinance
A new state law will allow denser housing within a half mile of all seven SPRINTER stations — potentially 70,000 units citywide in the worst case. The council introduced an ordinance using every available exemption and deferral to shrink that footprint, with a bigger alternative plan to follow.
FY 2026-27 City budget adoption
The council adopted a balanced $743.7 million budget across all funds, including Measure X spending on traffic enforcement, homeless outreach, and youth programs. Debate flared over whether youth program funding keeps pace with inflation.
