FY 2026-27 budget deficit

Ed Nieto called the council's budget discussion 'embarrassing,' said the deficit stems from years of bad decisions and reckless employee contracts approved without funding plans, and warned that 'scarcity mindset' talk amounts to misdirection of the city's true fiscal condition.
