3 issues in zoning
Vacation Rental Regulation Implementation
The county caps vacation rentals at 4% per planning area, but has no rules on how tightly they can cluster on a single street. Sunset Lane now has three rentals among 37 homes, and neighbors plus Pebble Beach Company say that concentration harms neighborhood character. The zoning administrator and staff are both waiting on direction from the Planning Commission and Board of Supervisors.
Pebble Beach Company private road objection
Pebble Beach Company controls the private roads in Pebble Beach and objects to any commercial vacation rental using them. The county conditions permits on resolving that road access within 60 days, but the company says it won't approve access in that window — setting up a standoff over whether these rentals can actually operate.
Rooster Keeping Regulations in Inland and Coastal Areas
Years of noise complaints from neighbors of large rooster operations led the county to scrap its permit system and cap roosters by lot size in non-agricultural zones. Existing keepers who spent thousands complying with the old rules face a one-year wind-down; neighbors say they finally may get a full night's sleep.
