Council stipend recommendation

The stipend commissioner said she couldn't support a 200% raise during a budget shortfall and suggested $700 for council and $800 for mayor instead.

The commissioner shared the commission's process, said he voted no on the final figure but ultimately endorsed it, noting general law cities' formula would suggest $1,900 a month.
