Strongly supported the MOU, saying the sewage problem affects the whole South Bay and that Imperial Beach badly needs lobbying representation like Coronado has.

Argued the sewage problem must be solved in Mexico before it crosses the border, and that spending locally is 'too little, too late' without holding the Mexican government responsible.
