General Plan Circulation Element Update
Benicia's transportation blueprint hadn't been updated since 1999. The update adds official truck routes to keep freight away from homes and schools, adopts a Vision Zero-style safety approach targeting streets where serious pedestrian and bike crashes happen, and switches to modern vehicle-miles-traveled analysis as state law requires.
2026 Citywide Curb Ramp Improvements
The city's curb ramp project ran into tougher field conditions than expected, so the council approved $61,578 in change orders plus a $33,000 contingency bump to finish 10 curb ramps and three driveways around town.
Benicia Lyft Program Costs and Rider Limits
The Lyft program's costs have exploded as ridership grew from 343 rides to nearly 11,000 in five years. The council shifted funding to state TDA dollars, raised the general fare to $7, capped rides at 20/month, but kept $3/$4 fares for low-income and disabled riders and added a hardship waiver.
Bike lanes and sustainable commuting
Commissioner Wray is looking at bike lane opportunities and partner groups that could help Benicia residents build more sustainable commutes.
Al Zampa Bridge westbound I-80 closure
Caltrans will fully close westbound I-80 on the Al Zampa Bridge from late August 21 through early August 24 to repave the deck. Expect detour signage and potential cut-through traffic in Benicia; the bike/pedestrian path will also close.
