Impact analysis
Adds $10 per deed/mortgage recording (total recording on such documents reaches about $85); the fee covers program costs, not prevention.
Property owners get mailed notice when something is recorded against their property, an early warning on title fraud.
All deed filers pay the fee even when recording their own documents, and it does not stop fraudulent filings before they occur.
